Melt butter in pan
Whisk in flour until smooth to make rioux
Cook on medium heat for a couple minutes until slightly darker
Add milk and whisk well until smooth
Add in pepper, garlic, bullion, and slap ya mamma
Add additional milk to keep mixture slightly runny
Add in half of your grated cheese, keep heat low. Mix well until smooth
Mix in other half of cheese and mix until smooth. Add milk to keep smooth
Add in salt and additional pepper to taste
